Today, protecting the rights and interests of business entities, studying and eliminating the problems that plague them on the spot are considered one of the important tasks facing state agencies.
In order to organize the next “Open Dialogue” of the President of the Republic of Uzbekistan with entrepreneurs at a high level, an “Open Dialogue” was organized with entrepreneurs producing, exporting and importing plant protection products and mineral fertilizers with the participation of I. Ergashev, Director of the Plant Quarantine and Protection Agency.
One of the issues at the center of discussion at the open dialogue was the use of pesticides and mineral fertilizers, preventing the entry of counterfeit products, and reducing the use of chemical agents.
In this regard, the procedure for testing pesticides entering the territory of the republic was explained in detail to entrepreneurs. In particular, it was noted that the irregular sale of such protective agents, storage requirements, and the use of expired agents remain a problem.
In this regard, it is appropriate to focus on the analysis of the work being carried out to create convenience for entrepreneurs engaged in the cultivation, processing, packaging, import and export of agricultural products.
Previously, business entities, in accordance with the procedure, made a separate payment for each state service provided. In this case, importers concluded 4 contracts, and exporters concluded 3.
In order to further simplify the provision of state services to business entities, the Agency has introduced the “Single Billing” payment system starting in 2023.
Instead of 6 types of paper documents from entrepreneurs, a system for receiving 1 electronic application was introduced, and contracts were concluded in the form of 100% online offers. The terms for considering permits were reduced from 10 days to 1 day for exports and from 30 days to 3 days for imports. A QR code system was introduced in all documents with a permit feature.
The processing of certification documents was transferred to an electronic system, and the “Munis” payment system of the Central Bank was launched.
The “Open Dialogue” was attended not only by domestic entrepreneurs, but also by foreign investors. In particular, Turkish entrepreneurs also asked questions of interest. The dialogue discussed the procedure for using herbicides used in Uzbekistan, the introduction of uniform standards for registering drugs. The rules, procedure and requirements for registering chemical agents were explained.
The entrepreneurs who participated in the meeting, which was held in the form of an open dialogue, directly addressed the Director of the Agency, I. Ergashev, with questions of interest to them.
The questions of interest to entrepreneurs were answered in detail. The necessary understanding was provided, and each problem was monitored and implemented.
